Enugu council election candidates presented fake documents – ENSIEC

The Chairman of the Enugu State Independent Electoral Commission, ENSIEC, Dr. Boniface Eneh has said no candidate was disqualified from the November 2, 2013 local government election in the state, on political grounds.
Eneh, who spoke in a media forum at the commission’s office on Friday said candidates were disqualified either for not fulfilling basic requirements or for submitting fake credentials and forged tax clearance certificates.
He disclosed that although six political parties had earlier indicated interest to participate in the election, only the All Progressives Congress, APC, the All Progressives Grand Alliance, APGA, and the Peoples Democratic Party, PDP, actually submitted list of candidates.
“These parties that indicated interest by inviting us to their primaries are: Labour Party, (LP), African Liberation Party (ALP), National Solidarity Democratic Party (NSDP), the All Progressive Congress (APC), the All Progressives Grand Alliance (APGA), and the Peoples Democratic Party (PDP).
“These are the ones that indicated interest by way of inviting us to their primaries and we did attend all the primaries”, he said.
He noted that aside from Labour Party, the other parties followed up by submitting the names of candidates and the Commission sent in screening team to the local government for the councillorship positions while that of chairmen and their vice were done in ENSIEC headquarters.
Eneh further stated that out of the three political parties, only the PDP chairmanship candidates scaled through the screening process, adding that the APC and APGA candidates were guilty of non-presentation of tax clearance certificates.
According to him, while some of the candidates presented mutilated certificates, others obtained their tax clearance certificates from other states.
“In the process of the screening there were issues which we have to look into. Basically for you to be qualified to run for any of these positions there has to be a certificate; in fact the basic certificate is school certificate or its equivalent. There is also age difference between chairmanship and councillorship candidates.
“This issue of tax clearance also came up and many were not cleared as a result of that. Some presented fake tax clearance certificates, some presented mutilated tax clearance certificates”.
He further disclosed that one of the candidates presented credentials belonging to a woman.
The ENSIEC boss, however, admitted that apart from councillorship candidates, no chairmanship candidate from the opposition party was cleared for the poll.
He said only PDP candidates are contesting chairmanship positions and that voting would be “Yes” or “No” but that for anybody to win he must garner 25 percent of yes votes in two-third number of wards in the local government area.
While dening any form of pressure or control from the state Governor, Sullivan Chime, he said the Commission was following the law.
He said the time for substitution of disqualified candidates could not be extended because the Commission’s hands were tied by the State Electoral Law, even though two out of the three days meant for substitution of candidates fell on public holiday.
He disclosing that the commission had been dragged to court by opposition parties, noting that they were not deterred as the Commission was ready for the elections having procured all the sensitive and non-sensitive materials.
He, however, disclosed that the APC and the APGA councillorship candidates would stand for the election in some wards.

 3.“Honey, you’re the best.” One of the most lied-about subjects has to be sex. Perhaps that’s because it’s the area where we are most vulnerable. Here again men are likely to lie. In the first rush of romance it makes sense for a man to engage in exaggerated praise of a woman’s beauty and sexuality. But “you’re the best” lies can paralyze a relationship.

4. “No, I can’t call you. I don’t even know where I’ll be.” These are the sad lies, the ones he tells because he’s falling out of love. The more quickly a woman seeks the truth behind these lies, the sooner she can remedy the relationship — or, if necessary, end it. As one friend puts it, “I’d rather have the ax fall than slip down the endless slope of uncertainty and frustration.”

 5. “That dress isn't too tight. It looks great!” By and large, these are the good lies — the ones that show he cares. But kind lies can be too much of a good thing if a man habitually says only what his partner wants to hear. It sets the woman up for rude awakenings. After all, if the dress she’s wearing really is too tight, has he done her a favor? Far better is the tactful truth: “I usually love what you wear, honey, but it just doesn't look quite as good this time.”

 6. “They’re downsizing at work. But don’t worry. They won’t get me.” Many men still feel paternalistic about the women they love, so they lie to spare them worry. But these lies can destroy the very sense of confidence that the man hoped to create. And they can make a woman feel she is not a respected partner in the relationship.

 7. “Sure, I’ll mow the lawn — as soon as this crick in my back goes away.” There are few things that trouble a man more than a woman’s anger — or nagging, as he calls it — so he lies to avoid a scene.
